Francisco J. Zabarte

Frank has lived in many places during his lifetime, but now calls the Rio Grande Valley, where he has lived for the last 27 years, his home. He was born in Havana, Cuba, and grew up in the Chicago area. He came to Texas to attend law school. While in law school he met and married his wife of 26 years, Blanca. After law school, Frank accepted the opportunity of working with Fidencio G. Garza, Federal Magistrate Judge in Brownsville, and moved to the Rio Grande Valley, a place they consider to be the perfect mixture of both Hispanic and American lifestyles.

After being a partner with the law firm of Sanchez, Whittington, Zabarte and Wood, LLC, for 20 years, Frank recently partnered up with his longtime friend, Arnold Aguilar, to form the firm of Aguilar and Zabarte, LLC. He is proud that their firm has agreed to be of counsel to VLRH. His area of practice consists of municipal representation, insurance defense, business transactions and litigation, and he is an arbitrator for the Texas Education Agency. He also has a long history and extensive experience in representation of police officers of the Valley through their association, and this has evolved into representation of border patrol agents through their national association.
